Proposal for "XBM"

Manipulate XBM images w/o GD library:

- Write and read XBM format
- Get/set pixel, draw lines, polygons, rectagles, ellipses
- Flood fill
- Drawing styles
- Copying image portion
- Draw a text string over an image using FIGlet fonts (via Text_Figlet package)

XBM format is supported by Mozilla, Opera, Microsoft Internet Explorer and others
