Description: ------------ Currently, PEAR_Downloader always contacts the channel server when installing or upgrading a package, regardless if you install a local package file via "pear install file.tgz" or doing a "pear install packageName". Contacting the server is not necessary when installing a package from the local file system, so the downloader shouldn't even try that. Today I waited half a minute until a local file got installed, just because was too slow or down! I know the offline option, but as it doesn't bring any added value, the request shouldn't be made.

This bug has been fixed in CVS. If this was a documentation problem, the fix will appear on by the end of next Sunday (CET). If this was a problem with the website, the change should be live shortly. Otherwise, the fix will appear in the package's next release. Thank you for the report and for helping us make PEAR better.
