Description: ------------ should go back to 5.3 syntax (only one place found erratic) or fix package depednency to require php 5.4, not 5.3.0 like it is now

technically [glen] fixed the bug, [garrettw] only approved and committed it as i don't have access complaining about package changelog...

Maybe you're right. But please be aware that you do, in fact, have access to submit changes to the source code since it is hosted on Github. If you don't have an account there, make one, fork the Net_SmartIRC repo, make your changes to your copy of the code, and then submit a pull request. I'm not aware of any way to merge patches from here with the Github repo aside from manually, so that's what I had to do.

PEAR made the decision to move to Github independently. PECL has their own separate policies on this matter, and it looks like they use PHP's official Git server for most of their projects.
