tests/OutputTestCase.php was wrote by myself, based on PHPUnit/Extensions/OutputTestCase.php (so on same license as PHPUnit 3.1.3), to solve a problem I can't solve in my regression test suite. Sebastian Bergmann decided to include my request as part of PHPUnit 3 (ticket 157 release with PHPUnit 3.1.4) There is no reason now to keep it. I'll remove it with PEAR_Info 1.7.1, and clarify the situation
