This bug has been fixed in CVS.
If this was a documentation problem, the fix will appear on pear.php.net by the end of next Sunday (CET).
If this was a problem with the pear.php.net website, the change should be live shortly.
Otherwise, the fix will appear in the package's next release.

thanks for your work but that is not which I needs. I need the values between 0 and 1

This _is_ solved by using the new forceMinimum() method. You simply use (fx) $Axis->forceMinimum(0.050)
this yields

If you mean something else, then please elaborate, cause then I'm missing your point
