Since file_exists doesn't use the include_path and it is being passed a relative path, it fails to find the file.

You could try something like this:
$tmpPathInfo = pathinfo(__FILE__);
$filename = realpath($tmpPathInfo['dirname'].'/IMC/Build/'. $format . '.php');
