Net_IDNA doesn't encode strings correctly if mbstring overloading is enabled. The conversion to the internal USC4 representation uses the overloaded strlen() and this truncates characters from the string.
The attached patch fixes the problem and is compatible with or without mbstring function overloading.

This bug has been fixed in CVS.
If this was a documentation problem, the fix will appear on pear.php.net by the end of next Sunday (CET).
