Roadmap for Package Net_Monitor

Modify Alert_Jabber to use AUTH DIGEST authentication so the password
is no longer sent in plain text. Once this is secure, release a stable
Net_Monitor with this alerter and the Growl alerter, and update the
documentation.

Also start using package.xml version 2.0
