using the stock index.php pear web fails to find the pear config file, the php error log logs that it is the constant PEAR_CONFIG_SYSCONFDIR is undefined. From looking in pearfrontendweb.php it looks as though the two require_once lines for PEAR/Registry.php and PEAR/Config.php need to be placed right after the putenv('TMPDIR='... line so that the PEAR_CONFIG_SYSCONFDIR is included in before it is used in the following if block (if pear_user_config is unset)
