I can't install the package from cvs because there is no package.xml in File_XSPF's CVS directory.

I'd suggest that you get the package.xml from the package/tgz file at http://download.pear.php.net/package/File_XSPF-0.2.1.tgz and add it it CVS.

This bug has been fixed in CVS.
If this was a documentation problem, the fix will appear on pear.php.net by the end of next Sunday (CET).
If this was a problem with the pear.php.net website, the change should be live shortly.
Otherwise, the fix will appear in the package's next release.
