The javascript menu can be used only when javascript is enabled. The dynamic can and should stay javascript, but the html code that is generated by the script should be html directly generated from php - so non-js browsers can use the menu.

cweiske: at first glance, this kind of sounds like the same thing as request #5596, in that they both want non-javascript versions of the tree menu available when the client browser has javascript disabled.
