Description: ------------ At the moment we have all the functionality to delete comments, the site possessed that ability in the past since it's a fork from bugsweb but for some reason it was taken out and now I want to reinstate that because of spam people have been getting. At the moment only pear.bugs.admin can do it but that's a bit much, I think I might want to allow pear.dev people in general to delete comments even if it's not their own packages.

If we allow pear.dev to delete comments, I would rather see comments marked as deleted and allow pear.bug.admin folks to undelete them just in case.

That sounds good, I'd think that's needed anyway for the whole change history thing that's upcoming, so pear.dev people hide it and pear.bug.admins can either restore or perm delete it (seems kinda dull to have it the database if the bug admins see it fit for full removal). Note, if you are already a pear.bug.admin then the bug will still be first hidden before the final evaluation, IMHO.

Uh, probably a little bit out of scope, but why not a 'Mark as Spam' vs 'Make inactive' distinction? Things marked as spam get marked inactive, and collected by a cron job later on (~24 hours); and disposed of. This could be available to a much wider group like pear.dev Things marked as 'inactive' are simply hidden from the UI, and if they really need to be deleted, one of the few with that power can be asked to do so.

Daniel: This is what we kinda thought about but spam is not always the reason why we want to delete things, pointless comments, bashing or similar things. So marking them as inactive / hidden is enough IMHO; We already have a spam deleting thing iirc.
