Description: ------------ Tim Rupp reported to me (in addition to his post on the webmaster list) that it would make sense to have the "Add Comment" tab also for people that are logged in but that don't have pear.dev karma. The "edit" tab is useless for such people because they don't have enough karma to use this form. (This might also need some changes to the comment form because the credentials are already known; asking for the email address would be superfluous.)

Well I removed it because edit was essentially the same as add comments, seemed quite useless of keeping 2 ways for developers to add a comment. If the edit button is showing up for people not with pear.dev karma then there's something wrong and I'll look into it.

This bug has been fixed in CVS. If this was a documentation problem, the fix will appear on pear.php.net by the end of next Sunday (CET). If this was a problem with the pear.php.net website, the change should be live shortly. Otherwise, the fix will appear in the package's next release.
