Pending manual notes are shown on every page. If this is intended, there should at least be an information to which page the note belongs.
BTW: One cannot see this page information on /notes/admin/, too.

After another short test: By moving the mouse over the link "Approve/Delete" one can see to which page the pending note belongs, but this is not really user-friendly and it does not help when one directly opens /notes/admin/.
BTW: The button text "Make pending select notes" on /notes/admin/ should maybe be "Make selected notes pending"?

This bug has been fixed in CVS.
If this was a documentation problem, the fix will appear on pear.php.net by the end of next Sunday (CET).
If this was a problem with the pear.php.net website, the change should be live shortly.
Otherwise, the fix will appear in the package's next release.
