Anyone can comment on a bug. Have a simpler test case? Does it work for you on a different platform? Let us know! Just going to say 'Me too!'? Don't clutter the database with that please !

Description: ------------ Currently, PEAR_Downloader always contacts the channel server when installing or upgrading a package, regardless if you install a local package file via "pear install file.tgz" or doing a "pear install packageName". Contacting the server is not necessary when installing a package from the local file system, so the downloader shouldn't even try that. Today I waited half a minute until a local file got installed, just because pear.php.net was too slow or down! I know the offline option, but as it doesn't bring any added value, the request shouldn't be made.

This bug has been fixed in CVS. If this was a documentation problem, the fix will appear on pear.php.net by the end of next Sunday (CET). If this was a problem with the pear.php.net website, the change should be live shortly. Otherwise, the fix will appear in the package's next release.
