Description: ------------ The file Spain.php has conflicting license statements. There is a PHP 3.0.1 license declaration as well as a metatag statement that the license is LGPL. What is the applicable license?

I think the intention was to have it licensed under the LGPL - for pear packages the php license is really no longer appropriate.
