There is no way to tell Net_SmartIRC which IP to bind to for outgoing connections. Adding an optional bind IP parameter for Net_SmartIRC_base::connect() or, more preferably, a separate Net_SmartIRC_base::setBindAddress() method would be very helpful.
Test script:

$irc = &new Net_SmartIRC();
$irc->setUseSockets(TRUE);
$irc->setBindAddress($irc_bindip);
$irc->connect($irc_server, $irc_port);

This bug has been fixed in SVN.
If this was a documentation problem, the fix will appear on pear.php.net by the end of next Sunday (CET).
If this was a problem with the pear.php.net website, the change should be live shortly.
Otherwise, the fix will appear in the package's next release.
