if ($cols + $ncols > $nr) {
return PEAR::raiseError('Columns in submatrix more than in original matrix');
the nr should be nc number of columns) and in this function $cols and $rows are undefined and should be $col and $row.

This bug has been fixed in SVN.
If this was a documentation problem, the fix will appear on pear.php.net by the end of next Sunday (CET).
