It would be nice to have a configuration option that doesn't generate an empty (templated) <changelog> section when calling generateContents()

Currently there is an option to stop the generation of the changelog 'clearchangelog' false by default, however this is undocumented.

Matt has right.
Problem on my point of view it's on doc content. Remember Greg Beaver wrote PFM package and doc first for package xml 1.0 (2.0 did not yet exist).
On my first "call of duty" as PFM package leader I've help Greg to implement and fix some bugs/requests on PFM for package xml 2.0
I wrote unofficial doc (available on my website: The Definitive Guide) that is supposed to replace PEAR official doc because only talked about PFM package xml 1.0
I've reassigned this request as a doc problem : hope you are agree ?

Absolutely. Would be great to get your docs moved into the package at some point though.
