Description: ------------ The idea is to have a cronjob run X many times a week (perhaps only once) and check if there are any accounts or karma requests that haven't been processed, we'd define a stalled age, probably a week and if the request is 1 week or more then pear-group would be emailed about it and thus someone could jump in and resolve it. This way pear-group doesn't have to assign a certain person to monitor the account approving stage and also if people forget it then we will have these reminders to bug us.

This has been made even easier now since we now store from what site the account originates and thus we don't have to be bothered with PECL requests that are stale while our queue is empty.

This feature makes more sense when peclweb is in sync, be it via using pearweb or just generally adding the from_site part like Pierre promised
