TimeZone.php function inDaylightTime fails.
I'm running an app called phpWebSite. Calls into inDaylightTime are failing probably due to the environment variable "TZ" on Server 2003 and PHP 4.3.3 and greater.
The app fails with a cgi error on an otherwise blank page.
