It would be nice to be able to quickly generate a changelog.
Possible strategies:
1) Scrape pearweb
http://svn.php.net/viewvc/pear/ci/phpuc/trunk/changes.php?view=markup
2) svn log of changes since last tag was made

Neither of these solutions are all that viable. 2) is the more viable of the two but
would have to be able to generate it for more than just SVN.
