Description: ------------ Visa used to issue 13 digit account numbers. They have since stopped doing this and have migrated ALL 13-digit accounts to 16-digit accounts. All 13-digit Visa numbers are no longer valid for new transactions. Validate_Finance_CreditCard should not allow 13-digit Visa numbers by default. An optional flag may be added to validate historical data.

Any progress on this? It should be a fairly easy change to make.
