Description:

Text_CAPTCHA does not care if the phrase would fit in the given image size.
In line 213 of /usr/share/php/Text/CAPTCHA/Driver/Image.php
Image_Text::measurize() is called w/o the $force parameter beeing true. This may result in the text not beeing added to the image, if it is too large.
The attached patch handles this by decreasing the font size of the text until it fits in the image.
This fixes bug #13478
