I must say I'm really against it, adds no real value and makes us look like hotclasses or what the name is of that newbie site.

So here is the story of the request
There are a lot of packages in PEAR, and various quality, when you go to the pear website you have know idea of quality except for # of downloads and bug counts
We might need a more complex rating system but if ratings can work for books i don't see why it can't work to give people more info for code
