As decided by the PEAR Group in yesterdays meeting, PEPr proposals that have been inactive for more than three months will trigger warnings sent to the proposer. If proposals are inactive for more than six months, they will be deleted.

Stupid question, deleted as in:
DELETE FROM foo WHERE proposal_age > NOW() - 3 months
or
UPDATE foo SET active = 'so totally not' WHERE proposal_age > NOW() - 3 months
