使用する時刻の書式を設定します。
I18Nv2_DATETIME あるいは独自の時刻書式を設定します。
Parameter

I18Nv2_DATETIME 定数。
- boolean $custom

定義済みの独自書式を使用するかどうか。
Return value
Returns TRUE on success, PEAR_Error on failure.
