Thank you for your report, this bug was caused by a fault in the release process for PHP. To install PEAR, download http://pear.php.net/go-pear.phar and replace the go-pear.phar in your PEAR directory that came bundled with PHP 5.2.0. I regret the problems you're having. I am marking this bug bogus, as PEAR has no issue, the PHP release process was at fault. http://bugs.php.net is where bugs are reported for the PHP release process. If I download the go-pear.phar file I get errors while the file is a html file. Therefore I have opened the URL and copy-paste the code in a text file and named that go-pear.phar. Solved the problem by extracting the go-pear.phar file from the 5.1.6 windows binary release from the php site (http://www.php.net/get/php-5.1.6-Win32.zip/from/a/mirror)

bogus as this is a php release issue
