Moved the XML_SERIALIZER_OPTION_TAGMAP checking logic in _serializeArray() down below all the other array $key-to-tag determination logic, so that the TAGMAP correlation could be properly performed _after_ the usable tag string was determined. This gets the existing testcase passing, which proves to me the code was originally intended to behave this way.
