Seems there is a problem with includeonce.
Using, in all *.phpt
require_once "Console/Table.php";
solves the issue.
Test script:

After install :
pear run-tests -p Console_Table
Expected result:
----------------
All tests succeds
Actual result:
--------------
All tests failed.

It's more important that unit tests work for developers, and they work fine in a CVS checkout.
