Currently, you have to already have an account in order to upload a patch. It would be great to also have the ability to submit a patch to an existing bug in the same manner that a bug/bug comment can be submitted: by providing a valid email address, and then confirming the account

This bug has been fixed in CVS.
If this was a documentation problem, the fix will appear on pear.php.net by the end of next Sunday (CET).
If this was a problem with the pear.php.net website, the change should be live shortly.
Otherwise, the fix will appear in the package's next release.
