We had some MDB schemas which had a <create> tag by default (even when the DB was already created), using mysql driver that tag was silently ignored, but with sqlite driver fails. We changed the mdb schemas so they don't have the create tag (at that point the database is created already in all the cases), but I think the behaviour should be consistent through all the drivers, so far I have tested sqlite and mysql, dunno if the others are in the same case.
