The installer fails to install any pecl package for PHP 5.5.0-alpha
Test script:

sudo pecl install apc

I am having this same issue with PHP v5.5.6. Not sure what other information to give, but I get the exact same output as the bug report.

Probably related to bug #19746 in Archive_Tar, try upgrading that
...though that would probably mean overwriting Archive/Tar.php manually
